1. Certification Introduction
The Eurasian Economic Union (abbreviated as EAEU) is an international organization for regional economic integration, established in 2015 by Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia under the Treaty on the Eurasian Economic Union. Its predecessor can be traced back to the Customs Union formed by Russia, Belarus, and Kazakhstan in 2010. The member states of the Eurasian Economic Union constitute an internal market and implement the Customs Union system externally.
The main permanent body of the Eurasian Economic Union (EAEU) is the Eurasian Economic Commission (abbreviated as EEC), which has issued unified Technical Regulations and corresponding certification procedures.
All products entering the Eurasian Economic Union must comply with the Technical Regulations according to the certification procedures. This process is commonly referred to as CU TR certification in the industry. Since the mark required for CU TR certification consists of the three letters "EAC," this certification is also commonly known as EAC certification, meaning Eurasian Conformity.
EAC certification is a mandatory certification in the Eurasian Economic Union countries. Products that obtain EAC certification can be imported and sold directly in any region of the five countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan).
2. Certification Modes
The TR Technical Regulations provide two modes of certification schemes: Certificate of Conformity (CoC) and Declaration of Conformity (DoC):
(1) Certificate of Conformity (CoC) is issued by a certification body and requires an audit of the production quality system.
(2) Declaration of Conformity (DoC) involves the certification body reviewing documents, after which the applicant signs the declaration of conformity (now reformed to applicant registration).
Remarks:
1) Certification bodies refer to the respective certification bodies of EAEU member states. Certificates issued by the certification body of one country are recognized by all other countries.
2) Information about certificates issued under both modes can be queried on the EAEU website.
3) According to regulations, the holder of CoC and DoC certificates (the applicant) must be a company within the Customs Union territory. (We can provide a Customs Union representative.)
3. Certificate Types
(1) Single Batch Certificate: Applicable to a single order contract. A supply contract signed with a CIS country must be provided. The certificate is issued and shipments are made based on the order quantity specified in the contract. The certificate is valid for 5 years.
(2) One-Year, Three-Year, and Five-Year Certificates: Allow multiple exports within the validity period. The certificate validity period corresponds to the certificate term.
4. Certification Process
(1) Fill out the application form, confirming product name, model, HS code, etc.
(2) Determine the type of certification based on product information and HS code.
(3) Prepare technical documents, such as safety justifications and technical passports.
(4) Arrange sample testing or factory system audit (if required).
(5) Submit documents to the certification body.
(6) Assist in addressing issues raised by the certification body.
(7) Issue a draft certificate for customer confirmation.
(8) After confirmation, issue the original certificate.
(9) Affix the EAC mark on the product; use a copy of the certificate for customs clearance.
